Whiting Petroleum's processing plant for carbon dioxide-enhanced oil recovery operates in Ward and Winkler counties in west Texas. The plant runs around the clock. Enhanced oil recovery operators can't afford to build such plants without a pipeline that brings CO2 to their oil field and a source of CO2 that's continuously available.
